The main function of the Council meeting is to
approve the key plans and strategies of the Council that make up
the 'policy framework' and to set the council's budget.
Full council is made up of all
42 district councillors. Its annual meeting takes place in
May.
The Leader, Chairman and
Vice-Chairman of the council are appointed at the annual meeting
and councillors are also appointed to committees after nominations
from the political group leaders.
